Larry Garber has been Mission-Director to the U.S. Agency for International Development's Mission to the West Bank and Gaza in Tel Aviv since July 1, 1999.

His prior position was as Deputy Assistant Administrator in the Bureau of Policy and Program Coordination at the US Agency for International Development.  In this capacity, he advised the USAID Administrator on substantive policy issues confronting the agency, managed the agency's strategic planning process, represented the agency in inter-agency and inter-governmental fora, and supervised the bureau's 70 direct hire personnel.  Mr. Garber is also an adjunct faculty member at the American University School of Law, where he has taught courses on international human rights law since 1987. 

Prior to joining USAID in September 1993, Mr. Garber served as Senior Associate for Electoral Processes at the National Democratic Institute for International Affairs (1988-1992) and as Legal Director of the International Human Rights Law Group (1983-88).  He also has acted as a consultant to the United Nations (1992-93) and to the Organization of American States (1989-90)

Mr. Garber is the author of Guidelines for International Election Observing (Law Group 1984) and several articles on the subject of electoral processes, election monitoring, human rights, conflict resolution and related subjects.  He co-edited The New Democratic Frontier: A Country by Country Report on Elections in Central and Eastern Europe (NDI 1992), and co- authored a Review of United Nations Electoral Assistance for UNDP in 1993.

Mr. Garber received a joint degree from Columbia Law School and Columbia School of International Affairs in 980.  He served as a law clerk for the Ninth Circuit Court of Appeals from 1980-82, and associated with the firm of Steptoe and Johnson from 1982-83.
