Security First Plan
Security First: Changing the Rules of the Game was developed by Commanders for Israel’s Security (CIS) — a nexus of over 200 retired IDF generals and their equivalents from the Mossad, Shin Bet, and Israel Police — to forge a path that could lead to peace and security. As former heads of Israel’s defense establishment, CIS presents the argument that Israel is strong enough to independently enact a number of steps that could ameliorate its security situation and international standing.
“Only an integrated effort combining security, civil-economic and political measures, applied to the West Bank, Jerusalem and Gaza Strip can bring about significant, sustainable improvement in Israeli security.”
